Repository consolidation census skill

Created and validated a local Codex skill that inventories local and GitHub repository state and produces an evidence-qualified keep, transfer, archive, reconcile, or investigate plan without mutating repositories.

Implementation decisions

• The census is read-only by default and separates inventory planning from transfer, archive, rename, deletion, publication, push, fetch, authentication, or configuration changes.
• Repository identity is normalized from remotes, Git common directories, and commit lineage rather than folder names or timestamps.
• Projects, repositories, linked worktrees, backups/snapshots, agent-session provenance, runtime state, and machine recovery remain separate evidence layers.
• Classification precedence is evidence-first: missing material evidence becomes investigate; known divergence becomes reconcile; a confirmed canonical ownership move becomes transfer; technically proved redundancy may become archive; otherwise confirmed authority becomes keep.
• Backup-like prefixes and inactivity are explicitly insufficient for archive classification.

Commands and tools used

• Resolved the host with scutil --get ComputerName.
• Checked current Computer History state and event-stream paths through the installed Computer History plugin.
• Read the requested memory summary, its preceding cited summaries, and the raw event JSONL segments they identify.
• Initialized the skill with the bundled Skill Creator init_skill.py helper.
• Verified current GitHub CLI inventory-field support with gh repo list --help.
• Validated the finished skill with uv run --with PyYAML python .../quick_validate.py; result: Skill is valid!.
• Checked for unfinished TODO/FIXME markers and verified the referenced file exists.

Backup and undo

No pre-state backup was needed because the skill directory did not previously exist. To undo, remove only /Users/richh/.codex/skills/repository-consolidation-census after confirming it is still the newly created skill; prefer moving it to Trash so recovery remains possible. Do not remove the changelog unless the durable record is intentionally superseded.

Outstanding owner actions

• None required for local skill use.
• The skill has not been propagated to other fleet hosts; any later rollout should compare hashes, preserve host-local configuration, and be separately verified.

Independent-review correction — 2026-08-29 04:35 EDT

• Reviewer task 01a04c7b-7790-7512-b287-ac834252d2ae identified that plain git status can refresh the index through Git's optional-lock mechanism, conflicting with the census's strict no-write boundary.
• Updated the reference probe to git --no-optional-locks -C "$repo" status --porcelain=v2 --branch --untracked-files=all and documented why the option is required.
• Revalidated with uv run --isolated --no-project --with PyYAML python .../quick_validate.py; result: Skill is valid!. The --no-project warning is expected because validation was deliberately detached from any Python project.

Second independent-review correction — 2026-08-29 04:37 EDT

• Reviewer task 01a04c7b-7790-7512-b287-ac834252d2ae identified that git remote -v can emit inline credentials or signed-query material into the tool transcript before report-level redaction occurs.
• Replaced the raw-URL probe with name-only git -C "$repo" remote.
• Added a pre-emission requirement for any later remote-identity capture: keep the raw value internal, strip URL userinfo plus the entire query and fragment before the first stdout/stderr write, and emit <withheld: unparseable remote URL> with an investigate disposition when safe parsing cannot be guaranteed.
• Revalidated with the isolated Skill Creator validator; result: Skill is valid!.
