Added an isolated ecs0lib versioning/manifest patch and verification artifacts so future app integrations can declare dependencies/capabilities and system/light/dark appearance configuration without modifying the canonical library.

The test run emitted one existing warning in Tier2_BoundaryCornerCasesTests.swift (malformedData can be let); no new warning was introduced.

Backup and undo

• Original source clone remains available at work/ecs0lib-global-app-capabilities and was verified clean.
• Isolated patch can be removed by deleting only work/ecs0lib-versioning-subagent and the two task outputs after canonical review; no source or canonical data is affected.
• To undo an applied commit, revert 8f3f95a24b92fea3573835500fbd7e4d8eb5fc69 in the target worktree after confirming the target commit and owner approval.

Outstanding owner actions

• Review/apply the patch in canonical rdmsm4x:/Users/richh/dev/lib/ecs0lib.
• Rerun the complete sanitized suite in a scratch copy, reconcile version/status to 1.1.0, and perform signed-app acceptance/canary checks before publication or fleet rollout.
• Decide ownership and placement for suggested future ECS0Diagnostics, ECS0Telemetry, ECS0Persistence, and ECS0Acceptance libraries.
