Preserved and routed stranded Codex/application work from rdmbair15m5 into a checksummed canonical migration packet, made the previously uncommitted rdev snapshot durable, created review records for preserved branches, and prepared a fully tested canonical rdev path-alignment PR without overwriting any live project root.

• First native test attempt failed at the signing preflight because entitlement-bearing targets require a development certificate; rerun with the repository's established CODE_SIGNING_ALLOWED=NO test override passed. No signing settings changed.
• Queried PR state after creation: rdev PR is CLEAN; fleetreg PR is CLEAN; ecs0lib and HyperFile recovery PRs are DIRTY and explicitly require reconciliation; existing RTTy PR is DIRTY.

• Do not delete /Users/richh/dev/_migration/conflicts/rdmbair15m5-20260903, the local packet, laptop scratch roots, or source branches until every project owner has accepted/rejected its packet and retention gates pass.
• No source deletion, database mutation, provider-state copy, deployment, signing, or canonical-main push occurred, so no destructive rollback is required.
