Converted the final spoke development estate to remote-pointer-only project state while preserving every project tree intact in a recoverable same-volume archive.

Changes

• Moved the 11 minimal top-level anchors containing all 25 remaining Git roots into the recovery estate: apps/cvedb, apps/replicantDB, apps/RTTy, apps/Voight, issues, lib/app-baseline, lib/apple-notes-api-key-inventory, lib/arista, lib/ecs0lib, lib/ECSCloudKit, and sites/eastcoastscience.net.
• Moved every remaining non-Git project copy under /Users/richh/dev/apps, /Users/richh/dev/lib, and /Users/richh/dev/sites into the same recovery estate.
• Recreated empty apps, lib, and sites directories so local tools do not fail on missing containers.
• Retained /Users/richh/dev/FLEET-PROJECT-POINTERS.md, which names canonical paths, fleet clone URLs, and private GitHub backups.
• Left live agy PID 71524 and claude PID 72112 running. Before the move, lsof showed each held only /Users/richh/dev as its current directory and no project file descriptor.

Verification

• Git roots below /Users/richh/dev after conversion: 0.
• Git roots preserved in the recovery estate: 25.
• Recovery-estate apparent size after all project moves: approximately 45G.
• Remaining entries below local apps, lib, and sites: none.
• Pointer ledger: present.
• Both pre-existing terminal agent processes remained live after conversion.

The moved estate was already covered by the accepted checksum packets at canonical rdmsm4x:

Do not bulk-restore over newly created work. To recover a project, first verify that its destination below /Users/richh/dev is absent or empty, compare it with canonical rdmsm4x and the accepted checksum packet, then move only that named project from the FleetRecovery estate. Prefer a fresh clone from the pointer ledger for ordinary work.

Outstanding

• Apple Notes publication must be performed from the Aqua desktop session on rdmbair15m5; this SSH/background operation cannot claim Notes delivery.
• The two live terminal agents should refresh their working context from FLEET-PROJECT-POINTERS.md or canonical rdmsm4x before starting new project writes.
