Implemented governor.json configuration loader and SQLite page cache release at level 4 (quiesce) in ReplicantDB (FEAT-20260905-06 & FEAT-20260905-07) with 100% pass rate across all 1,247 tests.

• Tests/ReplicantDBTests/GovernorConfigAndQuiesceMemoryTests.swift:
  • 11 new unit tests covering configuration loading, hot reloading, escape hatch refusal on hub, escape hatch honor on spoke, quiet hours evaluation, IndexPressureController sync, RooDatabase.releaseMemory(), FileIndexer quiesce pause, and DaemonService directive hold cache release.
