Delivered Boot & Resume Engine Settings pane in Tyrell (UI-20260831-04) complying with PRD Section 5.1/5.2 controls and strictly enforcing Section 5.3 immutable display-only operator governance.

Changes & Implementation Details

1. Boot & Resume Behavior Controls (PRD §5.1):
   • resumeMode: Picker with off, prompt, autoTopN, autoAll.
   • autoResumeCap: Stepper (1..10, default 3) displayed when in autoTopN or autoAll.
   • resumeTrigger: Picker with rebootOnly (kern.boottime) and everyLogin.
   • includeNonClaude: Toggle for including Codex and agy sessions.
   • staleClaimThresholdHours: Slider (12..168 hours, step 6, default 48h).
   • alwaysAutoApprove: Toggle for standing consent with unattended operation warning banner.
2. Operator Governance Policies (PRD §5.2 / Hard Rule 5.3):
   • permissions.defaultMode: Displayed immutably as bypassPermissions.
   • BUDGET-HOLD: Displayed immutably as INACTIVE.
   • UNATTENDED: Displayed immutably as ACTIVE.
   • Model Tier Defaults: Immutable display of fleet tier assignments (Investigation: Haiku, Ops-Shell: Sonnet 5, Implementation: Opus 5 High, Irreversible: Opus 5 Max, Oversight: Fable 5.1 Max).

Verification Evidence

• swift build --package-path apps/Tyrell --target tyrell-app: Clean compilation, exit code 0.
