Implemented and verified the intelligent Request Routing and Live Agent Dispatch Engine for Tyrell (FEAT-20260831-15), ensuring requests route to existing project owners via live ticket claims, spawn new worker sessions when needed, respect fleet worker caps, and preserve ambiguous requests in the _nocontext intake.

• Package.swift: Added "Routing" directory to TyrellRemoteSupport target exclude list.
• Tests/TyrellCoreTests/RequestRoutingEngineTests.swift (new): 6 unit tests covering informational routing, live session routing, new session spawning, ambiguous intake preservation, worker cap holds, and lapsed claim recovery.

• Pulled into canonical tree on rdmsm4x:~/dev/apps/Tyrell.
• Ticket FEAT-20260831-15 resolved on rdmsm4x and pushed across remotes.
• Broadcast sent across message bus (20260923-104017-98291C39).
