rdmpw3265m spoke project retirement

Moved four unused non-Git project copies out of the mutable spoke dev tree so canonical source remains on rdmsm4x, while retaining a complete rollback archive.

• Scope: rdmpw3265m only.
• Moved: /Users/richh/dev/lib/ECSCloudKit, /Users/richh/dev/lib/agentkit, /Users/richh/dev/lib/ecs0lib, and empty /Users/richh/dev/apps/replicantDB.
• Recovery: /Users/richh/FleetRecovery/spoke-project-retirement-20260903-1145/files/.
• Verification: fresh lsof and launchd-reference checks were clear; every file passed SHA-256 verification after the move.
• Manifests: before 89ecb966acf22590c847ff075321a1fd2a2892125dbdf91db116eb15048563dd; after c75e9b07b7a133acd151bbd9b6159b39c93f9b9a716a012c5a0ed2fc0b332122.
• Preserved: apps/Tyrell, fleet, scripts, pointer map, agent/session state, and credentials.
• Undo: move each directory from the matching path under recovery/files back to /Users/richh/dev only after confirming the destination is absent and no newer owner state exists.
• Outstanding: Tyrell retirement remains gated by TASK-20260831-30. Apple Notes publication is pending because this change ran over SSH in a Background domain.
