Filed medium BUG ISSUE-20260914-15: “Tyrell mergeFleetEvents colon-concatenated key drops distinct activity events.” It relates to ISSUE-20260904-16 and ISSUE-20260912-01 but is explicitly not a memory-causality claim.
Added independently inspected reproduction evidence and exact artifact hashes to the ticket.
Updated only the Tyrell row in /Users/richh/dev/PROJECTS.md to reference the new bug and hold its integration until the frozen Build 23 canary window ends.
Preserved project-index before/after/diff/receipt files under /Users/richh/dev/_handoff/tyrell-build23-r1-launch-20260914.
