2. Changes Delivered

1. Monotonic Build Number Bump:
   • In BUILD_NUMBER: advanced integer build counter from 21 to 22.
2. Changelog Synchronization:
   • In CHANGELOG.md: added missing entries for [0.1.1 build 21] (fleet deployment with canonical com.eastcoastscience.LogTTY identifier) and [0.1.1 build 22] (standalone ECS* migration, universal2 release pipeline, and Developer ID notarization receipt).
3. Packaging Contract Verification:
   • Verified that release_packaging_test.sh requires CHANGELOG.md to have an entry for the exact version and build in VERSION and BUILD_NUMBER. With build 22 added, test passes with 0 errors.
