Filed every side thread surfaced by the 2026-08-25 Claude-degradation work into its owning project so it is picked up automatically, then confirmed the primary remediation is complete on all six hosts.

File changes on rdmsm4x only. No fleet config was modified this session — the fleet was verified, not changed. permissions.defaultMode untouched everywhere, as always.

Handoff filing — the mechanism, not a document dump

Used the existing intake path rather than writing loose notes: ~/dev/todo/items/*.md with frontmatter, scanned by ~/dev/todo/scan_todo.zsh (LaunchAgent com.eastcoastscience.todoscan, hourly + on change). It relays an item iff project: names a literal directory under ~/dev that already has an ISSUES.md, appends a [todo:<id>]-tagged line, and logs to RELAY-LOG.md. Any agent opening that project reads ISSUES.md on start — that is the "automatically picked up" path.

Two corrections made to my own filings

Claude Code version item was stale when written. It claimed 2.1.243→2.1.245 from a 2026-08-25 audit; rdmsm4x is already on 2.1.246. Marked done, with the part that still matters kept: the exec-bit re-assert must be verified on every host, which is the actual trap.
Usage-collector item was largely overtaken. usage_status now reads Anthropic's /api/oauth/usage and reports vendor-authoritative buckets, stamping the local per-host estimates authoritative: false with superseded_by. The account-wide under-reporting failure I filed cannot happen for the graded bucket. Trimmed to what remains.

A relay was written and then silently lost

20260826-rtty-integrate-codex-packages relayed into apps/RTTy/ISSUES.md at 18:50:11. A concurrent claude remote-control session (pid 4731, running since 17:29) then rewrote that file wholesale, dropping the appended line. The ledger still said relayed; the tag was gone.

Because the scanner's idempotency is ledger OR on-disk tag — with the ledger as the fast path — it would have skipped that id forever. Reported success, work gone. Recovered by appending the line by hand with the tag intact, preserving the other agent's content (it had found a real issue: RTTy's main ref is masked). Filed as 20260826-todo-scanner-ledger-vs-disk-drift, with the fix being to make the on-disk tag authoritative and report drift each run.

Second instance in two days of a write target vanishing under an agent that believed it succeeded — the first was the codex_links Apple Note on 08-25. Noted in the item as a pattern.

Verification performed

All 9 relays confirmed by grep -qF "[todo:<id>]" against each target file — landed=9, missing=0. Not taken from RELAY-LOG, which is exactly what lied about the RTTy one.
jdmbair13m5 fully converged — CLAUDE.md b436f1dcf617 (matches canonical), sysmon 06ac8662b613 (v1.2), skill present, model claude-opus-5, defaultMode bypassPermissions, 4 ceremony plugins disabled. All six hosts now complete.
The burn fix holds: 0 sysmon model calls today (was 44), 1 evidence capture (was 48), 14 claude sessions (was 85, of which 60 were the loop). sysmon is running — Tier 1 captures locally and free, Tier 2 stays off. Exactly the designed behaviour.

Budget — the number that matters

Anthropic weekly 89%, vendor-authoritative, plan=max, resets 2026-08-28 09:59 EDT (~1d 15h). advice: hold — this session ran entirely inline, no subagents, no delegation. OpenAI 16% (proceed, $2500 credits) if bounded implementation work needs somewhere to go before the Anthropic window resets.

Time-critical, needs Rich

20260825-domain-portfolio-decision — 15 domains auto-renew and BILL 2026-08-28, the same day the token window resets. Parked as blocked-on-rich since 08-25 and still unanswered. This is the only item here with a real-money deadline.
