The canonical checkout's pre-existing /Users/richh/dev/apps/scanRoo/ISSUES.md edit was read for attribution but not modified. The shared project indexes were already exclusively owned by task 01a04090-ff57-7492-ae58-a8f033a52582; the ScanRoo milestone was relayed to that owner instead of creating a second writer. That coordinator independently verified the commit, updated both indexes, explicitly released their paths at 2026-08-26T20:36:56-0400, and did not edit the protected worktree:

• The canonical fleet-topology audit command could not run because /Users/richh/Documents/Codex/Projects/dev-fleet-reconciliation/scripts/audit_codex_fleet_topology_v1.0.zsh is absent. Only recovered copies exist under _migration/fleet-ingest; those were not executed as live authority. This checkpoint relies only on verified local rdmsm4x state.
