Ticket collision and Tyrell documentation ownership addendum

Reconciled the ticket library's duplicate identities and attributed new Tyrell documentation writes without overwriting or misclassifying them.

Verified evidence

• 342 Markdown ticket files contain 307 unique indexed tickets.
• 31 distinct IDs are duplicated; 35 files are extras beyond one file per ID and are shadowed by normal ticket queries.
• The ticket database has 5 claim-event rows while 34 Markdown files carry embedded claim history.
• claude@rdmpw3275m accepted ownership of four Tyrell documentation paths in bus message 20260901-152351-F9ADF601; the event-driven watcher captured the new forward-mtime revisions.
• Tyrell chat ordering and agent-bus identity were reconciled with the disconnected-operation spec: source logical event order, never reader arrival order; stable namespaced bus-thread provenance mapped to an opaque local conversation ID.

Rollback and preservation

• Ticket comments are append-only. Preserve the original Markdown ticket files until a collision migration map is reviewed; do not bulk-renumber or delete.
• The audit report can be removed without changing app or ticket runtime state.
• Tyrell dirty documentation remains owned and untouched in the canonical checkout; its owner was instructed to checkpoint hashes and use a linked worktree for follow-on work.

Outstanding work

• ISSUE-20260901-04 must add lossless claim-history indexing, truthful lease expiry, and a provenance-preserving duplicate-ID migration.
• EPIC-20260901-02 remains the portfolio rebuild/launch umbrella owned by claude@rdmsm4x.
• FEAT-20260901-15 remains a clean, isolated Tyrell source lane owned by codex@rdmsm4x.
