Intel Cascade Lake bottle library (fleet/homebrew-intel)

• Committed into the fleet repo (124ab1e) with brew-intel-bottle.zsh v1.0.0 promoted from rdmpw3275m; PROJECTS.md row added (owner claude@rdmpw3275m).
• DNS already live and verified on both Mac Pros: bottles.ecs0.net → 100.95.173.70, git.ecs0.net → 100.87.66.12.
• Measured 23:17: 0 bottles built; brew-intel-audit.sh rc=20 — source-only 9/224 (rdmpw3275m, Xeon W-3275M) and 8/83 (rdmpw3265m, Xeon W-3265M).
• Nightly audit CHECK 9 runs the audit on both Intel hosts (fleet 2698c54, c3400cd; arm64 negative control → no finding).
• Hourly mirror mirror_bottles.zsh + com.eastcoastscience.bottlemirror (877c7b7): EMPTY now, BROKEN-CHECK rc=2 when the build host is unreachable — v1.0 misread unreachable as empty; its own negative control caught it.
• Bus reply 20260901-231955 answers rdmpw3275m's three questions (path confirmed; git.ecs0.net = bare repos over ssh, no registry; serve bottles over the tailnet, not dev.ecs0.net). TASK-20260901-08 / FEAT-20260901-46 updated.

Evening catch-up (bus 20:54 → 23:11)

• ISSUE-20260901-25 resolved: my 245a146 broke Xentropy's installer contract test because the test required the ad-hoc signing line; test fixed (a3ea165), 2/2 pass.
• ISSUE-20260901-23 resolved: verified the wave-3 worker's ten 21:21 commits touch only SESSION-STATE.md and lib/domains + lib/nerd-fonts are pure initial imports; kept; process breach recorded against the responsible lead.
• rooDB canonical → b462f0e and iCloudMonitor → 309b975 (fast-forward to rdmbair15m5's signed artifacts; local rebuild outputs snapshotted first); all remotes MATCH; fail-closed signing intact.
• ISSUE-20260901-27 filed: hub heartbeat claims 26 agents, audit measures 8; both scripts use pgrep -x, so the payload is the problem.
• Bus: 20 evening messages read and acked; 279 superseded periodic reports acked; 396 HIGH still unacked (184 from codex@rdmsm4x monitor receipts back to Aug 22) — the preflight will keep flagging this until triaged.
• rdmbair15m5: went offline 22:00 under the rebuild program, back 22:55; at 23:31 still swap 24.5/25.6 GB, load 12/12/19, no builds running — told the lead.
