ecs0lib monitor: Build 10 source integrated, runtime fallback removal remains NO-GO

Re-established the canonical shared-library, portfolio, fleet, ticket, and Tyrell Build 10 states; independently accepted the clean source-integration evidence while preserving a hard NO-GO on runtime fallback removal.

Scope and authority

• Result: NO-GO for removing compile-time/direct fallbacks. Logging equivalence/privacy, query/header/error policy, cooperative and non-cooperative timeout/cancellation, last-good evidence behavior, exact canonical dependency identity, signed canary, fleet evidence, and rollback must each pass before fallback removal.

• This was already routed to its owner. The monitor did not signal, restart, or publish unknown-owner work.
