Hardened the isolated ECSNetTop implementation so RTTy cannot consume socket-buffer occupancy as traffic throughput.

• Replaced misleading traffic-byte/packet/rate fields with accurately named instantaneous socket queue occupancy and mbuf-memory observations.
• Added typed complete, partial, and unavailable inventory evidence, per-process inspection issues, and explicit truncation reporting.
• Compile-gated macOS libproc implementation and provided non-macOS unsupported bridge behavior.
• Added/updated ECSNetTop and deep verification tests.

Verification

• Focused ECSNetTop XCTest: 5/5 passed.
• Full XCTest: 187/187 passed.
• Full ThreadSanitizer XCTest: 187/187 passed without a race report.
• ECS0Networking Xcode target builds passed for macOS, iOS, tvOS, and visionOS.
• git diff --check passed before commit; isolated worktree clean after commit.
