rdmsm4x — ecs0lib current-base HTTP boundary

Created and validated a generic bounded HTTP timeout/cancellation boundary in a new isolated ecs0lib worktree; it is committed for shared-library owner review only and changed no application runtime.

Files and behavior

Added Sources/ECS0Networking/ECS0HTTPClient.swift, including a neutral typed client, application-owned endpoint policy, header redaction, and lock-protected exactly-once timeout/cancellation terminal state.
Added Tests/ECS0LibTests/ECS0HTTPClientTests.swift with fake-transport timeout, cancellation, late-result, endpoint, redaction, status, and decoding coverage.
Added docs/ECS0_HTTP_CLIENT.md and a resumable isolated-task update to SESSION-STATE.md.
Wrote the complete owner handoff at /Users/richh/dev/_handoff/ecs0lib-tyrell-http-current-base-20260902.md.

Verification

Focused client suite: 14 XCTest tests, 0 failures.
Full SwiftPM suite: 219 XCTest plus 11 Swift Testing tests, 0 failures.
ThreadSanitizer suite: 219 XCTest plus 11 Swift Testing tests, 0 failures and no ThreadSanitizer report.
ECS0Networking SwiftPM build and aggregate macOS Xcode build passed.
iOS, tvOS, and visionOS aggregate package builds remain blocked before this change by the existing CECSNetTopBridge libproc.h and tvOS LocalAuthentication availability failures; no unrelated platform work was performed.

Preservation and rollback

Canonical /Users/richh/dev/lib/ecs0lib was read-only and remains at the same head with its fourteen known ownerless untracked files preserved.
No service, network route, credential, deployment, canonical merge, remote publication, or consumer source was changed.
Owner rejection requires no runtime rollback. If published later, commit 21f2163949da64d20bf11f3d073d3b577e9a1cd3 is the single revert unit.

Owner action

The ecs0lib owner must independently review the isolated commit, reproduce the validation, and explicitly handle the already-red non-macOS aggregate platform gate before deciding publication. Application adoption and release work remain separate decisions.
