Sources/TyrellCore/UsageAggregate.swift: Enhanced fleet usage aggregation to track by_account_hosts, by_account_resets, and by_account_plans. Emitted discrete per-account sub-buckets (openai_vendor_primary_cffb2bdc and openai_vendor_primary_ee3f0a08) and attached root accounts and delegation_targets arrays.
Sources/TyrellCore/UsageGrading.swift: Added AccountDetail model, accountBreakdown(in:), and availableDelegationHosts(in:vendor:) helper to identify candidate spoke machines holding healthy quota.
Sources/TyrellCore/UsageStatusProjection.swift: Updated adviceReason to state when alternate account headroom is available on spoke hosts while the primary account is constrained. Preserved closed allowlist privacy boundaries in UsageStatusWireSanitizer.
Tests/TyrellCoreTests/UsageAggregateTests.swift: Added unit test discreteAccountMetersAndDelegationTargetsAreSurfaced verifying discrete per-account meters, host mapping, and delegation target routing.
