Agents kept stopping on questions Rich had already answered. This adds a single "settled answers" file every harness now loads, retires the stale decision page, and stages the enforcement (Claude hooks, stall watcher). Design, evidence and the yes-list are in rdmsm4x:~/dev/_handoff/grok-antistall-20260924/.

What changed

• NEW rdmsm4x:~/dev/SETTLED-ANSWERS.md (SA-01..SA-12a with Rich's quotes/dates; SA-12..16 proposed, marked CONFIRM).
• Inserted marked block <!-- BEGIN settled-answers v1 --> (12 lines):
  • rdmsm4x ~/.claude/CLAUDE.md, before "## Don't get blocked" (configsync ships it to spokes within 30 min). Backup ~/.claude/CLAUDE.md.bak-grok-antistall-20260924-2351.
  • ~/.codex/AGENTS.md and ~/.gemini/GEMINI.md on all 6 hosts (appended after the fleet-model block). Backups beside each file (.bak-grok-antistall-20260924-2351 on the hub, -2352 on spokes).
  • ~/Library/Application Support/Claude/CLAUDE.md (Cowork/desktop global instructions; was a stale 08-20 snapshot) on 5 hosts (jdmbair13m5 has none).
  • Applier: rdmsm4x:~/dev/fleet/ops/settled-answers-v1/apply_settled.py (insert-only, idempotent).
• ~/dev/CLAUDE.md §2 and ~/dev/AGENTS.md "Start here": one pointer to SETTLED-ANSWERS.md.
• ~/dev/DECISIONS-PENDING-RICH.md: SUPERSEDED banner → ticket needs-decision queue.
