Added CLAUDE.md to ~/dev/_ops, gitignored the multi-GB claude-state backups, and committed + pushed all outstanding _ops work.

- Files: new CLAUDE.md; .gitignore (+backup/claude-state/); committed SESSION-STATE.md, backup/known-repos.tsv, HANDOFF-fleet-health-20260926.md, reports/ (7 files), work-audit-20260916/ (10 files), app-health-20260925/superseded/ (3), devmon/devmon.sh.bak-20260903. 27 files, +2838.
- Not committed (deliberately): backup/claude-state/*.tar.gz, 3 files at 632/799/875 MB. They contain ~/.claude/projects transcripts and exceed GitHub's 100 MB limit. Now gitignored and still on disk.
- Secrets check: grep across new files; the Tailscale prefs dumps have zeroed PrivateNodeKey values; the ticket titles name keys but hold no values.
- Commit: cd040bd, pushed to backup (GitHub, private) and fleet (git.ecs0.net); both rc=0; working tree clean afterward (0 porcelain lines).
- Undo: git -C ~/dev/_ops revert cd040bd
