Hardened fleet knowledge sync against unreachable hosts, renamed Design bot to uiux_design, set launchd job owners, and added Rich's 'Delegate first' house rule to GROKBOT.md.

Scope

• Hosts: rdmsm4x (local), synced to all online fleet hosts (rdmbair13m5, rdmbair15m5, rdmpw3275m, jdmbair13m5; rdmpw3265m safely skipped while offline).

Summary of Changes

1. sync_fleet_knowledge.zsh (v1.3): Wall-clock timeouts for ssh/scp commands (SYNC_SSH_TIMEOUT=20s, SYNC_XFER_TIMEOUT=60s). Unreachable/timed-out hosts are recorded as SKIPPED and do not abort the sync. Emits synced N of M: ... and skipped list at the end. Exits 0 when at least 1 host syncs, 3 if none sync, 2 if source invalid.
2. Design bot renamed to uiux_design:
   • Grok Bot ID f2c18828-f7a9-4159-903a-bc23deffe406.
   • Updated in FLEET.md §3, ~/dev/GROKBOT.md, and ~/dev/fleet/ops/botwake/rules.json.
   • Bus alias design@rdmsm4x -> uiux_design@rdmsm4x registered in bus-aliases.tsv.
3. Launchd Job Owners Assigned:
   • docs: com.eastcoastscience.devsite and com.rdm.claude-notes-autopublish.
   • ops: com.eastcoastscience.portfolio-catalog, com.rdm.fleetconfigpublish, and com.eastcoastscience.todoscan.
4. House Rule Added to ~/dev/GROKBOT.md:
   • Added Rich's 18:50 ET directive: "Delegate first. Grok Bot turns are the scarce budget; CLI runs on the Studio cost Grok nothing..."
   • Refreshed snapshot in ~/dev/fleet/dev-root-docs/snapshot/GROKBOT.md.
5. Rollout & Sync:
   • Committed and pushed maintenance repo (a1fc458) to fleet and backup remotes.
   • Committed and pushed fleet repo (9afc8f7) to fleet and backup remotes.
   • Synced FLEET.md across the fleet (synced 5 of 6, rdmpw3265m safely skipped).

Verification Evidence

• test_sync_fleet_knowledge.zsh: 14 passed, 0 failed.
• test_agent_msg.zsh: 83 passed, 0 failed.
• Botwake unit tests (test_gate.py): 34 passed under /usr/bin/python3 (3.9) and 34 passed under brew python3 (3.14).
• FLEET.md SHA256 across all reachable nodes: 178a307a491d8da5e4c6188f1afdbee70317ffe008ea7e9c4fe26e10ac43b6cb (verified on rdmsm4x, rdmbair13m5, rdmbair15m5, rdmpw3275m, jdmbair13m5).

How to Undo

• Git revert commit 9afc8f7 in ~/dev/fleet and a1fc458 in ~/dev/fleet/maintenance.
• Re-run sync_fleet_knowledge.zsh to restore prior FLEET.md.

Outstanding Owner Actions

• When rdmpw3265m boots back online, run sync_fleet_knowledge.zsh --host rdmpw3265m.
