Implemented the phase-2 rdmodelrouter dispatcher and reusable read-only status app; 60 tests pass; universal packaging and visible-window verification are in progress.

Scope: rdmsm4x only, worktree /Users/richh/dev/_worktrees/rdmodelrouter-dispatcher-20260926, branch codex/rdmodelrouter-dispatcher-20260926. Ticket FEAT-20260926-25; lead rdmodelrouter@rdmsm4x/rmr0926. No merge/push. Source commits 849a8c9 and 6355f15 preserve the work; base 2a02ce9 remains intact.

Changes: v2 accounts, expiry/cutover/routine policy; account-attributed quota; official selector environment; disabled-by-default direct API clients; reusable SwiftUI status model/views and thin menu-bar/window app; tests and documentation. OnlyRoute concepts folded into core; its source/releases remain untouched. DEC-20260926-14 records merger disposition.

Commands/evidence: scutil host and git status/rev-parse; ticket open/claim/comment; CLI help and agy models; fresh canonical fleet topology audit (local iCloud lane confirmed, full audit 3 unrelated failures); swiftc -frontend -parse and static JSON/no-listener checks passed. nice -n 10 ~/bin/build_slot.zsh wrap --worktree "$PWD" swift test --jobs 2 exited 0: 60 tests / 7 suites, zero failures (handoff test-queued-19.log). Live v1/v2 policy, v2 picks, SA-01 refusal and launch dry-run passed (live-receipts.json). Universal app release remains queued after this successful compile/test milestone. Native preview process runs but visible-window capture remains unverified; explicit presentation and normal Dock identity are under validation.

Account boundary: iCloud CODEX_HOME=/Users/richh/.codex binding verified by sanitized mandatory topology audit. Gmail unverified and refuses apply. Tyrell provider totals cannot yet identify each Codex account. Native authentication success, live API execution, signing/notarization and Intel runtime QA are unverified. All API routes disabled; no spending.
