rdmsm4x-changelog-20260927-0116-fleet-rules-v5-one-source

The fleet rules now come from one source, ~/dev/fleet/maintenance/rules/CORE.md, rendered into every harness's instruction file on all six Macs. The always-loaded rules are about half their former size, nothing is lost, and there is an hourly job that keeps repos pushed to GitHub.

Scope

All six hosts: rdmsm4x, rdmbair13m5, rdmbair15m5, rdmpw3265m, rdmpw3275m, jdmbair13m5.

What changed

New: ~/dev/fleet/maintenance/rules/:
- CORE.md, render_rules.zsh, and the headers
- retire.json, SKILLS.txt, ROUTING.tsv, home-AGENTS.md
- bin/fleet_route.py and bin/fleet_claim_check.py
- the ledger RULES-PROPOSAL-20260927.md
- archive/pre-v5-20260927/
fleet_config_reconcile.zsh v1.3:
- renders CORE and injects it into AGENTS, GEMINI, copilot and Desktop
- retires stale blocks
- ships the routing tools, ACTIVE-DIRECTIVES.md, ~/AGENTS.md pointers and ~/scripts/FLEET-SHARED.txt
New scripts: _retire_blocks.py, fleet_git_sync.zsh (launchd com.eastcoastscience.gitsync, hourly) and fleet_repo_remotes.zsh.
Edited in place, each re-read right before the write and matched by exact block:
- ~/dev/CLAUDE.md: its 17 KB duplicated policy is now a pointer.
- ~/dev/AGENTS.md
- ~/.agent-coordination/AGENT_COORDINATION.md: rules 20, 21, 26, 35, 36 and the Resolve section.
- ~/.agent-coordination/ACTIVE-DIRECTIVES.md
- ~/dev/fleet/CLAUDE.md: rules 3 and 4.
- ~/dev/apps/CLAUDE.md: 2 lines.
- FLEET-POINTER.md
- hub MEMORY.md: 1 restated entry archived; 1 new memory added.
~/scripts is now a git repo: fleet git/home/scripts.git plus private richhdoty/rdmsm4x-home-scripts.
50 repos gained fleet/backup remotes, including 20 new PRIVATE GitHub repos (gitleaks-gated, visibility verified).

Verification

Reconciler: current=6, diverged=0, err=0.
Canonical CLAUDE.md sha f2a552971d09a1b5 on 6/6.
The core block is present exactly once, and the old settled-answers block 0 times, in every per-harness file on 6/6.
grok inspect, codex exec and agy -p all loaded and quoted the new core.
git sync first run: 24 pushes, 0 diverged.

Backups and undo

Pre-change copies are in ~/dev/fleet/maintenance/rules/archive/pre-v5-20260927/ and ~/dev/_handoff/rules-cleanup-20260927/before/.
On each host, retired blocks are in ~/.agent-coordination/rules-retire-backups/.
The previous rendered CLAUDE.md is saved as ~/.claude/CLAUDE.md.bak-render-*.
To undo, restore those files, git revert the rules commits in fleet/maintenance, and unload com.eastcoastscience.gitsync.
