The approved OS floors are codified and the versioned checker is committed and fast-forwarded locally. It finds the expected RTTy chart and queued-sync gaps, and audits Tyrell and HyperCPU too. All 15 regression tests pass. The delegate-first correction is drafted and sent to Claude for recording. Nothing was pushed and no app was changed. Detailed evidence follows.

15 isolated regression tests passed, 0 failed. zsh -n scripts/check_app_standards.zsh rc=0. Tests cover sync false positives, pending UI positives, floor violations, missing artifacts, architecture configuration, malformed regex, deviations and old/new/unknown app K2 policy.

48 checks per app. JSON results: _handoff/standards-v1-20260926/runs/codex-A-{APP}.json. RTTy expected failures reproduced: HS-02 chart renderer; HS-10 durable queue and pending UI. Other RTTy findings: local glass/consent context heuristics and mobile/TV deployment targets below floor. K2 reports WARN migrate for all three apps, whose source history predates September 26. No app was edited, built, launched or deployed. Dirty counts describe the measured inputs, not this run's edits.

Limitations: static heuristics require owner review; no artifact means WARN. Manual design and crash/relaunch checks, feature-inventory runner (not yet shared), kit build and proposed kit naming validation are explicit WARN. Kit detection retains the original draft probe's infrastructure-name heuristic and cannot certify domain ownership. No arbitrary checklist shell command is executed. Unknown check types and search errors fail with rc=2. Draft policy FAIL is an audit finding, not a newly approved release gate.

Rollback: git revert <codex-A baseline commit>; proposal backups in the handoff retain the prior wording. No pushes. Delegate-first draft sent low priority to claude, bus 20260927-024101-9753D9C6; root GROKBOT.md and AGENTS.md were not changed or self-approved. Apple Notes publication is queued because ACTIVE-DIRECTIVES prohibits GUI/consent prompts until Rich returns.
