Source WIP bf1319e published to fleet and backup. Runtime exclusions, incremental inventory, bounded stable hashing, local row archives, independent health reads, usage cooldown/backoff and isolated proof support drafted. First intermediate revision: 28 focused tests passed; final refinements uncompiled due sustained load >40. Tiny earlier-debug runtime fixture: 7 checks passed. Usage script: 4 checks passed; flock interop passed. Gitleaks source diff: no leaks.

NOT DONE: current focused/full suites, release universal2 build, default-home baseline and 600-second CPU proof. No main merge, stamp, signing/install/deploy, live daemon/config mutation, claim change or ticket closure. Mitigation must remain. Owned load-gate runner stopped at handback; no unattended build was left.
